*The meeting of the Standing Committee on Railways*

Islamabad: The meeting of the Standing Committee on Railways held today under the Chairmanship of Mr. Muhammad Mueen Wattoo, MNA, in Committee Room of Ministry of Railways, D Block Pak Secretariat, Islamabad to discuss the agenda items issued vide Secretariat Notice of the meeting dated 26th May, 2021.
The Committee approved the minutes of its meeting held on 10th February, 2021.
The Committee showed its reservation upon the implementation of its recommendation regarding vacation of Railways land through negotiation and by perusing the court cases vigorously and through anti encroachment campaign. Further, the Committee is still waiting for formulation of policy in this matter.
The Committee was briefed about the PSDP for the year 2021-22 and approved the projects of an amount Rs.30 Billion.
Divisional Superintendent, Pakistan Railways, Lahore informed the Committee that some illegal occupied shops and residential houses on the Railways land were sealed/demolished under the direction of the Committee and the policy of the Rilways. However, the committee has view that Railways rather to demolish the residential houses of poor people, Railways should reconsider and negotiate with the people and bring them in rental/tax net. The Committee recommended that all Divisional Superintendents of Railways reconsider the issue of sealing the shops/Khokhas.
Ministry of Railways informed that Istanbul-Tehran-Islamabad (ITI) project after launching, first train was reached Islamabad dry port from Turkey on 13.8.2010 and the last train was dispatched on 05.11.2011 and since then, the project is suspended. Many meetings have already been held to resume the said train operation at high level and will be resolved soon. The Committee has view that it should be reinstated.
Chief Executive Officer, Pakistan Railways Construction pvt. Limited (RAILCOP) briefed the Committee about working of the (RAILCOP). He informed that RAILCOP since its establishment in 1980 executed many national and international projects with staff strength of 647 including 45 regular staff from Railways. RAILCOP earned 1582 Million as profit from 2015 to 2020. The Committee appreciated the performance of RAILCOP.
Divisional superintendent, Railways, Rawalpindi informed that the issue of the beautification near the Railways Phattak/track at Sargodha will be permitted under some terms and conditions. He further, informed that Provincial Govts. are least bother to bear the expenditure involved on these Phattak and that is why Railways and the common people are facing the problem. Railways have written many letters to the Provincial Govts. for releasing the long outstanding amount for the smooth
Divisional superintendent, Railways Sukkur was asked to brief the Committee on the issue of demolish of the encroachments but the Secretary, Ministry of Railways and Chief Executive Officer Railways briefed the Committee.
Railways Golf and Country club has already taken over by the Railways and will be outsourced soon after legal and other formalities and similarly the Railways schools and hospitals.The arrears of retired employees will aso be resolved after July 2021 as elaborated by the Secretary, Ministry of Railways.
The issue of the employees related issue regarding their retirement arrear was also discussed and CEO informed that said issue have been resolved about 70% and the remaining will be after the budget.
The following MNAs, Mr. Bahsir Khan, Sheikh Rashid Shafique, Mr. Tahir Iqbal, Mr. Aftab Jehangir, Engr. Sabir Hussain Kaim Khani, Ch. Muhammad Hamid Hameed, Dr. Muhammad Afzal Khan Dhandla, Mr. Abdul Wasay, Pir Syed Fazal Ali Shah Jillani, Mr. Nauman Islam Shaikh Mr. Ali Pervaiz, Mr. Muhammad Khan Daha, Mr. Ramesh Lal, and Ms Nusrat Wahid besides the officials of the Ministry attended the meeting.
